Roseanne is the only candidate for District Judge with nearly 30 years of experience as an attorney and paralegal who has handled hundreds of District Court cases.
Roseanne won't need to learn on the job. As an attorney, she has real experience arguing hundreds of cases in the courtroom - including in District Court. She is also qualified to serve on day one by the PA Supreme Court.
Roseanne will make sure our District Court remains "The People's Court" - a place people can go to have their issues heard fairly and without need for an attorney. She will also work to keep our community safe and come down from the bench to connect our community and court.
Roseanne has been part of our community for 23 years and proven her commitment to service. She is also a working mom and wife who understands the concerns of our families and will carry them with her to the court.
Roseanne and her husband, Robert, are the proud parents of three children, all whom graduated from or attend local schools.
Roseanne Starkey is who we need as our community's next District Judge because she reflects our community's concerns and has the qualifications and experience to do the job well.
Born and raised in Montgomery County, PA, Roseanne learned early the importance of education and values of hard work and helping others from her parents. She took those lessons to heart and built a life and career based upon them.
Roseanne graduated with a BA from Widener University and then began working toward her MBA from St. Joseph's University - a journey she ended just before graduating to follow her real dream: becoming an attorney. That is a dream she achieved when she earned her Juris Doctorate from Rutgers University School of Law and served as a Law Clerk under Judge J. Curtis Joyner in Federal District Court.
Roseanne and her husband, Robert, who is originally from Kennett Square, chose to settle in Chester County nearly a quarter-century ago, determined to raise their own family here with our special quality-of-life. Together, they raised three children, Joe (age 23), Dan (age 21), and Marlena (age 15) - all of whom graduated from or attend local schools. Today, they attend their family church, the Christian Life Center in New London.
Roseanne understands our concerns because she has lived the same life as so many in our community - raising busy kids while working hard to help provide and worrying about their future. It is that understanding - on top of her top qualifications - that she will bring to the bench while working to deliver fair justice for all.
At the same time she was raising her family, Roseanne was working hard to build her professional career as an attorney. Over the last quarter-century, she worked as an in-house counsel for a private company, served as a litigator with a local law firm, and then started her own successful law firm. More recently, Roseanne has taken her expertise in trusts and estates back to the private sector, helping people from across our region plan for their future and the future of their families.
As she was taught by her parents, Roseanne has also given back to the community she loves and calls home, serving as the Board President of the Avon Grove Charter School working to provide quality educational choices to all our children. She was also an active member of the Pennsylvania Bar Association.
Roseanne started her career in the law as a paralegal. She earned her Juris Doctorate from Rutgers University School of Law over 24 years ago and has practiced law in our community with private companies, law firms, and as the head of her own firm.
Not all attorneys have experience in the courtroom. In fact, most don't. But Roseanne does. She has argued hundreds of cases in the courtroom - including District Court. She knows how to run an effective, fair, and efficient court.
Roseanne already meets the stringent qualifications required by the PA Supreme Court to serve as District Judge. Combine this with her courtroom experience and she is ready to serve us on day one... no on-the-job training necessary.
Roseanne will bring common sense, deep knowledge of the law, and impartiality to our local court to resolve disputes and offer fair hearings to all.
Roseanne will stand strong against real criminals who threaten our safety and property by holding them accountable for their actions.
As a mom, Roseanne knows the difference between kids who make a mistake and real criminals. As Judge, she will balance fair punishment with making sure that one mistake doesn't ruin our children's future.
Roseanne will come down from the bench to interact with community members by spending time in our schools, at civic associations and charities, and more.
As a small business owner, Roseanne knows how to meet a budget and control costs. As someone who has actively argued cases in District Court, she knows how the court should run. She will use this knowledge to run an efficient court that doesn't waste tax dollars.
Roseanne will follow the law as our local Judge - which means always protecting the rights of residents as they interact with the court.
